I decided to upload this image despite its poor quality, because I think it's important to speak about problems like that. It's a humorous shot somehow but it treats a dramatic problem.
For clandestine immigrants, driven by fear of persecution or the desire to improve their lives, their suffering does not end at the frontiers of Europe
Every year hundreds of people die trying to cross Europe's borders illegally. Even more numerous are the victims of exploitation and poor treatment in the European countries where they are illegal residents. It is true that we do not have precise figures, but the number of clandestine immigrants has been estimated at several million, and this figure continues to climb. This is a source of public resentment that has to be redressed, failing which dangerous social and political tensions could result.
In view of its importance, the international debate focuses mainly on how to reduce clandestine migration, but little attention is paid to the situation of illegal migrants in the countries of transit and destination, especially protecting their rights. There is no broad legal instrument to cover clandestine migration and the situation of clandestine migrants.
In September, the Council of Europe called for support for a single and global pan-European instrument for the European Union and all of the member countries of the Council of Europe, enabling them to control clandestine migration equitably, effectively and in concert. For members of parliament, this "charter of intent" should enshrine the following principles:
- Policies to deal with clandestine migration should not prevent Member States from protecting those in real need of international protection - efficient handling of asylum requests is fundamental.
- Clandestine migrants should not be deprived of their rights or their dignity. In addition, they should be informed of the possibility of regularising their situation where this is possible, and of the benefits of a voluntary departure.
One means of dealing with clandestine migrations would be to set up a system to manage migrations that both citizens of the host country and migrants could trust. A general initiative aimed at tackling the underlying causes of large-scale migration in the direction of and within Europe is required as a counterpart to the charter.
