"Butter Lamps" they are called; these little offerings of light. Originally they were part of a tibetan buddhist tradition, but today they are used by hindus as well. It's a fine example of the unique blend of hinduism and buddishm found only in Nepal.
(Though Nepal is officially a Hindu state, in practice it is a complex and unique interweaving of both Hindu and Buddhist beliefs. Thus a lot of buddhist traditions has been adopted by the hindus and vice versa... it's all very confusing!)
According to buddhist teachings, the purpose of the "butter lamps", is to illuminate and transcend the darkness of our mind and soul... how about that!
