I loved the smile on this photo. It is also winking its eye at us like I am about to do now ;-)) What is this building really?

Well seen. That's one of the two sun clocks that can be found in Kaunas - another one is much further away from the center.
The photo has two problems - first of all top of the building is cropped out. It would look much better with the whole roof visible.
One more problem is over-compressed JPG that was uploaded here. Your file size is only 93K, while now images up to 300 KB in size can be uploaded to TrekEarth. Because of compression you have ugly looking noise visible around every dark line. That also adds extra noise to the sky.
