To get to the top of the townhall in Stockholm you can either take the lift halfway and then walk the rest or walk up all the way.
Nowadays only a small number of visitors are allowed to be in the tower at the same time for security reasons, so the waiting time can be about an hour or so, but it is well worth it when you see the view from up there.
You can walk 360 degrees around the top to see all parts of the city. After that you can take the stairs right to the top, which I did to take this picture.
