too blured. sorry but for photos like this you would use tripod next time.

i don't really agree with this. a lot of my shots in benaras have been shot at 1/8 second or slower i like to go down to even one second holding the camera in my hand.
it all depends on what you want to show
however if you want an absolutely crisp shot , then yeah it's very difficult to get that holding it in your hand
in terms of focus your photograph is not bad, there is very little blur.
but the problem is that the photograph is neither too sharp nor is it too blurry to kind make it even more abstract.
it seems that you've shot this only with the colours in mind, which are nice, but there isn't a very strong perspective on this one or atleast that's what it seems like. you should experiment more with slow shutter speeds . it's a lot of fun, but if you try this technique, you should try and get some meaningful shots out of it.
i tries this in a few places for example have a look at 1 and 2
while in 1 and 2 along with a slow shutter speed i also did a little bit of panning, in 3 it was only slow shutter speed. it's a lot of fun, but just be careful that you have an idea about what you're doing
