Tom,
I remember seeing this in Cuba, it even tasted quite nice with or without rum.
I must say the man looks a little as if he has had his photo taken one too many times.
May be you caught him just before a smile.

hummm with ice and lemon it´s just wonderful!
Oh, we have devices like this in street markets, but they´re becoming less and less ordinary.
