This is the paddle steamer "Kaiser Wilhelm" at a quay at Lauenburg. You can also read about this ship here (in German).

The river is of course the Elbe. The name is an old Germanic word meaning river. We have the same word for river in Scandinavia, in Norway elv and in Sweden älv, pronounced "elv" in both countries.
