Tugu Selamat Datang (Welcome Monument)

This monument built in 1962 in order to welcome participant of Asian Games IV in Jakarta. Illustrated with a man and a woman bring flowers, this monument intended to welcome guest.

Made by bronze with 7 meters high, the initiative to built this monument came from Mr. Soekarno (first president of Indonesia) and design by Henk Ngantung (deputy governor of Jakarta)

In June 22, 2002, when birthday celebration of Jakarta (475 years), the government renovated the fountain in front of this monument.

I took this picture around 6 pm when the sky still blue.

very well chosen subject for blue hour photo.
Unfortunately you have a lot of noise in the shot. When I do long exposure shots with digital Canon I try the following: keep the ISO settings to minimum because the higher settings are noisy, unless I need to make a shot from hand without tripod. Do not exceed 5 seconds -it will also increase the noise.
In this situation I would rather not usethe wide angle zoom unless there is something interesting in the foreground. It may by just the wet pavement but in such case you need to get the shot from your nees so you see more details of the pavement. Otherwise you just result in bad distortion of the buildings.
Also you waited too long with the blue hour timing, these subjects are illuminated so brightly that you should have taken the photo sooner and that will create a better balance of the sky wit the illumination.
