Who is he? He is the head priest of a Buddhist temple.
Where is the location? : Ssangyongsa temple.

There is a good contrast between the praying monk, which brings out feelings of calmnes, most of the time, and the van parked down below. I think it would be interesting to see you crop the image and make a close up of the monks face.
