resize then sharpen?

Hi Luko,
I have been using your sharpening actions (finally understood actions, thankyou) but I keep wondering; do you resize your image first before you run these actions?

Luko didn't answer, but I'm sure he resizes photo first! Otherwise the radius values would be different.
