The Prime Minister has his project to take care of the 85-million population. The president of the People’s Committee of the city is busy with his project to build a tunnel under the Saigon River and a highway linking Thu Thiem Peninsula to National Highway 1A. Nationwide, each office of government has its own list of projects to make profit. But who is going to tell me if there is a projected project to help the handicapped?

— No. These individuals need to project their own legal way to survive.

As I trekked near Thu Thiem Ferry, I spotted this group of lottery ticket vendors gathering in front of a giant sign about great project to improve Ho Chi Minh City. They don’t read English. Even if the sign is in Vietnamese, I am not sure if they care. They are busy with their short-term project on how to honestly earn the evening meal without bribery or stealing.

In June 1997, HCM City submitted to the cabinet its final project to build a tunnel under the Saigon River to link District 1 and Thu Thiem Peninsula in District 2. The tunnel will begin from Nam Ky Khoi Nghia-Ham Nghi crossroads in District 1, go through Ben Chuong Duong Street and Saigon River before reaching Thu Thiem Peninsula. The price tag for construction of a bridge across the Saigon River is estimated US$116.2 million, and the underground tunnel project will cost another US$122 million and 4 years for completion. The project would include an underground tunnel from Ham Nghi Street to District 2. Once complete, this would be the first under-river tunnel in SouthEast Asia. 10 years later, their project is underway now...
