Mark -

Are you using a tripod? This image appears to be out of focus - everything seems to have a slight blur to it. Also, there is way too much dark (detail-less) areas in the image. I would suggest a longer exposure with some foreground or building detail visable. Your comments are the only thing telling me this is a courthouse - the image should tell me this also.
