This picture was taken during a heavy raining day in the evening. The fog and the drops of rain combining with the street lights formed a great composition to this photo. The shutter speed was set to 13sec with a f of 13.

with some skilful exposure settings you have managed to capture the atmosphere of the inclement weather perfectly with the light trails created by the vehicles adding both interest and drama.

You where able to create a wonderfully moody and atmospheric shot of what would otherwise be a rather mundane street scene. The fog combined with the light trails and the visible movement due to the long exposure go very well together. The silhouettes of the two cars and the american flag in the righthand corner are perfect in their movement.
