THe first thing I did was tilt the horizon to get it back to level, which is always a good thing to have for almost any pic. Then, I did a "contrast mask" in PS, an all-purpose trick that I find improves about 40% of photos right off the bat. You create a duplicate layer, then desaturate, then invert. Click on the duplicate layer itself in the layer tool box and choose Overlay as the blend. Then, just do a gaussian blur on it, and adjust how much blur you want...details will start to pop out and the lightness of the pic will enhance without noise or loss of detail.
